In recent years, accidents in confined space operations have occurred frequently, and often in groups of deaths and injuries, and even after the first fatal accident, fatal accidents still occur, often in the process of rescue, thus indicating that the majority of operators do not have sufficient knowledge of the dangers of confined space operations and have not mastered the preventive measures for accidents in confined space. The risk of confined space operation, as if the ghost, invisible but extremely dangerous. The risk factors of confined space operation are mainly the lack of oxygen and the presence of toxic and hazardous gases, as well as the accompanying risks of electrocution, fall from height, explosion, etc. Once these risk factors have been recognised, targeted measures can be taken and easily eliminated and controlled, so as to safeguard the safety of the operating personnel. The following measures are to be taken to ensure the safety of operations in confined spaces:

1.Operators must undergo safety education and training to understand the risks of confined space. The operating environment should be assessed, an operating programme should be formulated, and the appropriate approval procedures should be applied for. Specialists should be assigned to monitor the whole process at the operating site, and obvious safety warning signs and risk notification boards should be set up.

2.Entering the confined space must adhere to the principle of ‘first ventilation, testing, and then operation’, strictly control the combustible gases, toxic gases and oxygen content in the range of safety indicators, testing and analysing the qualified before entering the confined space operations; operations interrupted for more than 30 minutes should be re-tested.

3. Keep the entrances and exits of the confined space clear and forcibly ventilated. Before and after operation, operators and work equipment must be counted. Gas detection alarms should be carried when entering the confined space.

4. When there is cross operation, measures should be taken to avoid mutual injury. The voltage of the travelling lamp should not be greater than 36 volts and the electrical facilities should meet the requirements of explosion-proof.

5. When confined space operation is carried out, special guardian should be set up, and the on-site guardian should keep his/her post.

6. After the operation is completed, the operator, the guardian and the person in charge of the site should check the inside of the confined space together and confirm that there are no personnel, tools and sundries in the confined space before they can be closed and left.
