The main person in charge of industrial and trade enterprises is the first person responsible for the safety of confined space operations, and shall organize the development of a confined space operation safety management system, clarify the responsibilities of the approver, guardian and operator of confined space operations, and the requirements of safety training, operation approval, protective supplies, emergency rescue equipment, operating procedures and emergency disposal. Industrial and trade enterprises shall implement the guardianship system for confined space operations, and specify full-time or part-time guardianship personnel who are responsible for supervising the implementation of safety measures. The guardianship personnel shall have the safety knowledge and emergency response ability suitable for the supervision of operations in confined space, and be able to correctly use supplies and equipment such as gas detection, mechanical ventilation, respiratory protection and emergency rescue.

Within 30 minutes before the operation, the confined space should be analyzed for toxic and harmful, combustible gas and oxygen content, and can be entered only after passing the analysis. If the job interruption lasts more than 60 minutes, analyze it again.

Sampling analysis should be representative and comprehensive. The confined space with a large volume should be sampled and analyzed at each part of the upper, middle and lower (left, middle and right) to ensure that the concentration of combustible gas and oxygen content in any part of the confined space is qualified.

In addition to the above responsibilities and preparations, relevant personnel also need to understand the definition and characteristics of confined space, as well as the safety requirements and operating procedures to ensure the safety and effectiveness of the operation.
