First, reliable partitioning (isolation) measures should be taken to separate facilities and equipment that may jeopardize operational safety, spaces where toxic and hazardous substances are present from the place of operation, and warning signs should be set up in conspicuous locations to remind of the existence of dangers and to prevent “the ignorant and the fearless” from entering and exiting at will.

Secondly, the principle of “first ventilation, then testing, then operation” should be strictly observed. After taking ventilation measures for the confined space, the oxygen concentration, concentration of flammable and explosive substances (combustible gases, explosive dust), concentration of toxic and hazardous gases and other indicators will be tested. No personnel shall enter the operation of the confined space without ventilation and qualified testing. The time for testing shall not be earlier than 30 minutes before the start of operations.

Thirdly, in the course of operations, ventilation measures should be taken to maintain air circulation, and the use of oxygen-only ventilation is prohibited; at the same time, hazardous and harmful factors in the workplace should be detected at regular intervals or continuously monitored.

Fourth, operators must wear and use labor protection equipment correctly, and have reliable communication and liaison with the outside; guardians shall not leave the work site and keep in touch with the operators.

Fifth, it is strictly prohibited to have no guardian or guardian is not present: in confined space operation, there must be a specialized guardian to carry out on-site supervision. The guardian must have the appropriate knowledge and skills to detect and deal with abnormal situations in time. It is strictly prohibited to carry out confined space operations without a guardian or guardian is not present.

Sixth, overtime operation is strictly prohibited: the time of confined space operation should not be too long, and it should be controlled to be completed within the specified time. If the operation time is too long, it may lead to fatigue, lack of oxygen and other unfavorable conditions for the operators, increasing the possibility of accidents. Therefore, overtime operation is strictly prohibited to ensure the health and life safety of the operators.
