1. The main person in charge of industrial and trade enterprises is the first person responsible for the safety of confined space operations, and shall establish a confined space operation safety management system, clarify the responsibilities of the approver, guardian and operator of confined space operations, as well as the requirements of safety training, operation approval, protective supplies, emergency rescue equipment, operating procedures and emergency disposal.

2. Industrial and trade enterprises shall implement the guardianship system for confined space operations, and specify full-time or part-time guardianship personnel who are responsible for supervising the implementation of safety measures. The guardianship personnel shall have the safety knowledge and emergency response ability suitable for the supervision of operations in confined space, and be able to correctly use devices such as gas detection, mechanical ventilation, respiratory protection and emergency rescue.

3. Industrial and trade enterprises shall identify the confined space, establish a confined space management ledger, clarify the amount of confined space, location and risk factors and other information, and update it timely.

4. Industrial and trade enterprises shall clarify the approval requirements according to the risk of confined space operation. For confined space operations with the risk of poisoning and asphyxiation such as hydrogen sulfide, carbon monoxide, carbon dioxide, etc., the approval shall be carried out by the main person in charge of the industrial and trade enterprise or its written entrusted personnel, and the relevant responsibility shall still be borne by the main person. 5. Where an industrial and trade enterprise contracts its confined space operations to other units in accordance with the law, it shall agree with the contractor in the contract or agreement on their respective responsibilities for the management of production safety. Industrial and trade enterprises coordinate and manage the confined operations they contract, carry out safety checks on site operations, and urge contractors to effectively implement safety measures.

6. Industrial and trade enterprises shall organize at least one special safety training for confined space operations every year, and train approvers, guardians, operators and rescue personnel on confined space operation safety knowledge and skills, and record them truthfully. No one can participate in confined space operations without qualified training.
